One could even use a wetting agent like at a car wash or like the agricultural industry uses in just slight amounts. This technique could be used by torpedoes for speed. Underwater Navy Seals teams with hand held motivation devices or even the hulls of large ships. This saves fuel, increases speed and enhances performance and life of the surface of the vessel.
